Monitoring & Evaluation is a continuous process:
- Before: Estimate the potential impacts, costs and benefits of a project, program or policy
- During: Track implementation progress and intermediate indicators
- After: Measure final outcomes
- Ongoing: Analyze why they happened, determine what works, what doesn't and
what's needed to improve performance
